> Lawmakers voted 78-0 to impeach Santiago Peña after Ueno Bank, with about 3 million customers, fell below solvency limits.

Paraguay's Congress refused to accept President Santiago Peña's resignation on Thursday and pressed ahead with impeachment after the collapse of digital lender Ueno Bank. The lower house voted 78-0 to impeach him, and the Senate opened proceedings and summoned him to appear. A joint session lost quorum after Colorado Party lawmakers walked out.

Paraguay's central bank said Ueno fell below the legal solvency ratio; once its books were corrected, its capital was less than half the legal minimum. The bank claimed about 3 million customers in a country of 6.5 million and administered close to $850 million in public funds. The central bank voted to move its remaining funds to other institutions, and its head, Carlos Carvallo, has resigned.

Lawmakers are questioning Peña's past ties to Ueno's parent company, Grupo Vazquez, which he says he sold in 2025. The attorney general ordered three criminal investigations, and Peña says he will cooperate. If he is removed, Vice President Pedro Alliana would likely take over.
