# EU's AI Act Transparency Rules Take Effect, Forcing Chatbots and Deepfakes to Identify Themselves

Transparency obligations under Article 50 of the EU AI Act became enforceable on August 2, 2026, requiring chatbots to clearly disclose they are AI at first contact, AI-generated deepfakes to be labeled as artificial, and emotion-recognition or biometric systems to notify the people they scan. The rules apply to any provider or deployer operating in the EU, including major AI firms like OpenAI, Google, and Anthropic.

Labeling applies even when there was no intent to deceive and even when the depicted person isn't real, though personal use and clearly satirical content are exempted. Companies that fail to comply face fines of up to €15 million or 3% of global annual turnover, whichever is higher; a further deadline for machine-readable content marking may extend to December 2026.

Experts are split on whether the rules will actually work. Synthesia's Alexandru Voica warned the bigger problem is "a worrying lack of media literacy across large parts of Europe," while researchers note watermarks are easily stripped by editing or compression and no unified technical standard yet exists across platforms.
